Die Schaffung einer liberalen, demokratischen, auf den Prinzipien von Freiheit, Toleranz und Humanität aufbauenden Gesellschaftsordnung war nach übereinstimmender Meinung der meisten HICOG-Mitarbeiter 1949 keineswegs erreicht, wie die Analyse zeigt.
