III. FRAME-BASED TOOLS Although rule-based systems have dominated the scene, a review of deployed expert systems during the later 1980s and early 1990s clearly shows a swing toward frame-based systems. This new direction is mainly a product of the rich set of programming techniques offered by frame-based tools that go well beyond the capability of rule-based tools.
