This was established in response to a growing concern among educationists and others about a perceived increase in the numbers of children who were being excluded from schools. The official statistics confirmed these perceptions. It was shown that in 1991/92 some 3833 children and young people were permanently excluded from schools in England and Wales (DfE 1993).

This can be done through adjusting the child's environment, changing the ways in which significant others see and interact with the child, and through helping the child to see him or herself and others in new ways. It can also be done through the development of new social and cognitive skills.
